How fast does EMF pass through a wire?

FACT 1: There has never been a new medium for EMF that was called "internet" by the Supreme Court in 1996.
FACT 2:There has never been a new medium for EMF that was called "airwaves" by the Supreme Court in 1978.
Fact 3?:Light travels less than four inches during one cycle of 3G or 3.33...X10^-10 seconds.
Newtonian conservation of energy requires EMF to transfer faster than speed of light though a wire or immediately like a Newton's cradle pendulum...?
This is not a homework question but will be presented publicly in United States Court for the Western District of Arkansas.
How do I explain the definition of broadcasting by wire to the court? See this mentioned in Dkt.#11 of this civil case dismissed by mistake already.
